To get a reaearch agent u have to do missions for a corp with an R&D department
Such as
Lai Dai
Carthum
Roden
etc.
Most of this can be found in the organisations part of the World of Eve section of this forum

As you do missions your standing with that corp increases.
As the standing increases you get access to better (Higher lvl and rating) agents, as well as their R&D agents.
If you have a science skill that matches those held by the R&D agents (Check his info) then you can start an R&D project with him.
After the project has been started you can use the agent info to see how it is / wil progress. Some race skill combos give bonuses of up to 3xRP

Some agents require 2 standings
e.g.
You need a standing of at least 4.80, and corp standing of at least 2.80, to use this service
I'm not quite sure what the corp standing bit is, but as you work for a corp now, the corp you are in slowley gets a rating with them. So that might be it.

Just a quick note on R&D agents.
Using the formula given earlier, a high quality lvl 2 agent can actually be better than a low quality lvl 3.
(1+(Rating/100))*((MySkill+HisSkill)^2)
I had the option of the following agents
Lvl 2 at +23% effective rating, skill 2
Lvl 3 at -11% effective rating, skill 3
As my skill level rises, the low quality lvl 3 agent becomes less and less useful.
When my skill is 2
Lvl 2 : 19.68
Lvl 3 : 22.25
When my skill is 3
Lvl 2 : 30.75
Lvl 3 : 32.04
When my skill is 4
Lvl 2 : 44.28
Lvl 3 : 43.61
I suppose it is possible that if i max my connections skill, and improve both ratings the lvl 3 could become better than the lvl 2.
